Three quotes land on your desk. One is $38,000, one is $61,000, one is $94,000, and all three say “epoxy floor coating, 12,000 sq ft.” You are now supposed to make a defensible capital decision from that.

You cannot, and the spread is not evidence of anyone gouging you. It is evidence that the three bidders are describing three different jobs. One is a thin roller coat over swept concrete. One is a broadcast system over a shot-blasted slab with joint treatment. One includes moisture mitigation, coving, and weekend phasing so your line never stops. All of that is real work with real cost, and none of it appears in a one-line proposal.

The fix is to demand a scope of work detailed enough that the quotes become comparable. This article is a line-by-line breakdown of what belongs in a commercial flooring scope, why each item matters financially, and where the exclusions hide.

The difference between a price and a scope

A price is a number. A scope is a description of what will physically happen to your building, in what order, under what conditions, with what materials, at what thickness, and what happens if the slab turns out to be different than assumed.

A proper commercial flooring proposal usually runs two to five pages. If yours is a paragraph and a total, you are not holding a bid; you are holding a placeholder. Ask for the scope in writing before you compare anything. Every contractor worth hiring already has this information — they had to develop it to produce the number.

1. Area definition and quantities

The scope should state exactly which areas are included, by room name or drawing reference, with square footage for each. It should also state linear footage for anything measured that way: coving, joint treatment, edge detail, saw-cut filling.

Watch for whether the takeoff was measured or estimated. A bid based on your stated square footage rather than a field measurement is an assumption, and assumptions become change orders. Also check whether excluded areas are named — under racking, inside walk-in coolers, mechanical rooms, dock plates. “Open warehouse floor” can quietly mean “not the eight percent that is hardest to reach.”

2. Surface preparation method and target profile

This is the single most important line in the document, and the one most often missing. It should name a mechanical method and a target profile.

You want language along the lines of: shot blast open areas to ICRI CSP 3, diamond grind perimeters, corners, and equipment cutouts, vacuum-assisted throughout, remove existing coating where present. What you do not want is “surface will be properly prepared” or “clean and etch.”

Prep is typically 30 to 50 percent of the labor on a resinous job. When a bid comes in dramatically low, this is almost always where the money was removed, and the deficiency is invisible until the floor delaminates. 3. Moisture testing and mitigation

The scope should say whether the slab will be tested, by what standard, and who pays for mitigation if the results require it.

Standard references are ASTM F1869 (calcium chloride, measuring moisture vapor emission rate) and ASTM F2170 (in-situ relative humidity probes). Testing is inexpensive relative to a failed floor. If a bid excludes testing, it will almost certainly also exclude moisture-related failure from the warranty, which shifts the entire risk to you.

Look for how mitigation is handled contractually. The three common structures are: testing and mitigation both included; testing included with mitigation priced as a unit-cost add if needed; or both excluded. The middle option is the most common and is perfectly reasonable — as long as the unit price is stated up front rather than negotiated after the test comes back. 4. Substrate repair: cracks, joints, and spalls

Concrete is never perfect, and repair is where change orders live. The scope should distinguish between:

The right structure is an included allowance — for example, a stated number of linear feet of crack repair and square feet of patching — with a unit price for anything beyond it. That makes overruns predictable instead of adversarial.

5. The system specification, layer by layer

This is where two bids diverge by a factor of three while both using the word “epoxy.” Insist on a build description:

Total build thickness is the number to compare across bids. A 12-mil roller-applied coating and a 1/8-inch broadcast system are not the same product category, and neither is wrong — they are answers to different questions. What matters is that you know which one you are buying. Whether the right answer is National Armour 100, a higher-build ArmourPro 120, or a chemical-resistant PolyGuard 200 depends on the load case, not on the bid number.

6. Coving, drains, transitions, and edge detail

These are the details that separate a coated floor from a finished system, and they are priced by the linear foot.

Integral coving turns the wall-to-floor junction into a curved, cleanable transition instead of a 90-degree seam that collects soil. It is standard in food and beverage and pharmaceutical environments and frequently omitted from bids to save money. The scope should state cove height and material.

Around drains, the scope should say whether the coating is terminated into a keyed cut at the drain flange, and whether slope-to-drain correction is included. Doorways, expansion joints, and transitions to adjacent flooring all need a defined termination detail. If none of this appears in the document, ask.

7. Schedule, phasing, and access

Two bids with identical materials can differ by tens of thousands of dollars purely on how the work is sequenced. The scope should state:

  1. Total calendar duration and number of mobilizations.
  2. Shift assumptions — day, night, weekend, or holiday shutdown.
  3. Phasing — which areas are done in which sequence, and how much of your operation stays live.
  4. What the contractor needs from you: clear floor, power, water, lighting, heat, dock access, lockout of adjacent work.
  5. Foot traffic return time and full service return time, stated separately.
  6. Containment and dust control, and whether adjacent operations can continue.

Point 4 is the sneaky one. “Owner to provide clear and empty work area” means your maintenance team is moving racking, pallets, and equipment on your dime and your schedule. That is often the correct arrangement, but it needs to be in your internal budget, not discovered on mobilization day.

If your building has a hard shutdown window — common in automotive and manufacturing plants — say so before bidding and require every bidder to price the same window.

8. Environmental conditions and cure requirements

Resinous systems cure chemically and are sensitive to slab temperature, ambient temperature, humidity, and dew point. Application near or below the dew point causes blush and adhesion problems; low slab temperatures slow cure and change viscosity.

The scope should state minimum conditions and who provides temporary heat or dehumidification if needed. In an unheated Chicagoland warehouse in January, temporary heat is a real line item, not a formality. If it is not in anyone’s bid, it will be in someone’s change order.

9. Inclusions, exclusions, and allowances

Read the exclusions list twice. It is the most information-dense part of most proposals. Common exclusions worth pricing separately if you need them:

An exclusion is not a red flag by itself. A missing exclusions section is — it means the boundaries have not been defined and will get defined later, under pressure.

10. Warranty language

The proposal should reference two distinct warranties: material from the manufacturer, workmanship from the installer. Each should have a term, a scope of coverage, an exclusions list, and a claim procedure. Ask for the actual documents before you sign, not after final payment.

Pay attention to what triggers a void. Improper cleaning chemicals, unapproved alterations, abuse or impact beyond design load, and declined moisture testing are the usual four. If you know your sanitation crew uses an aggressive low-pH degreaser, raise it during bidding — the specified topcoat may need to change.

11. Payment terms and closeout deliverables

Reasonable commercial terms are a modest mobilization deposit, progress billing tied to completed phases, and retainage until closeout. Large up-front deposits on a job that has not started deserve scrutiny.

Closeout deliverables are the part most owners forget to require. Ask for them in the contract:

How to normalize three quotes

Once you have real scopes, put them side by side on the following rows: square footage, prep method and profile, moisture testing, repair allowance, total system build thickness, coving linear feet, phasing and shift assumption, warranty terms, exclusions, and closeout documentation. If one bidder is missing four rows, do not disqualify them yet — send the list back and ask them to fill it in. Frequently Asked Questions

How detailed should a commercial flooring quote be?

Detailed enough that another contractor could execute the job from the document. Practically, that means area quantities, prep method with target profile, moisture testing approach, repair allowances, a layer-by-layer system spec with thickness, schedule and phasing, exclusions, and warranty terms. Usually two to five pages.

Is a big price difference between bids normal?

Very. A two-to-three-times spread on the same square footage is common and almost always reflects different prep standards and different system builds. That is exactly why the scope matters more than the number — once both are normalized, the spread typically narrows to something reasonable.

What single line should I check first?

Surface preparation. If it names a mechanical method and a target CSP profile, the rest of the document is usually serious. If it says the surface will be “cleaned and prepared,” treat every other line with skepticism.

Should I write my own specification before bidding?

If you have the technical support, yes — it makes bids directly comparable. If you do not, an acceptable alternative is to have your preferred contractor develop a scope, then send that scope to the other bidders and require them to bid it. That preserves comparability without requiring you to become a coatings specialist.

What if the contractor finds problems after prep starts?

That happens, and it is not necessarily a bad sign — grinding exposes conditions nobody could see through the old coating. What matters is that unit prices for repair were agreed in advance and that you are shown the condition before extra work proceeds. Get photos.
